JAKARTA – The National Revival Day which is commemorated on May 2oth always gives inspiration of Indonesian unity and independency as a big country and nation. But several years ago, it was drastically changed to be “The Lost Spur Day” because the compensation promise never comes until these days.
The loss of bravery as a big nation was clearly shown by the previous government from the continous collosal drama in moratorium. It started on May 20th 2011, President SBY declared his Presidential Instruction No. 10 / 2011 about the Moratorium of New Areal Enlargement.
“The Lost Spur Day” now gives negative influences to the palm oil business which starts loosing the power.
The moratorium was proposed as the gift back on US$ 1 billion promise by the Norwegian several years ago. The moratorium has been running for about four years. The Presidential Instruction No. 11 / 2011 which should run for two years only was prolonged into the Presidential Instruction No. 6 / 2014 within the same period.
The Moratorium is to postpone the new enlargement in the primer forest and other usage area, conservation forest, protected forests, and wetland. The postponement is made in the Peta Indikatif Penundaan Izin Baru or The New Postponed Licence Map.
For about four years, Indonesia should limit the movements, investments, and developments to get the gift back from Norwegian (Letter of Intent (LoI)) which reaching US$ 1 billion through the MRV (Monitoring, Reporting and Verification) mechnism on what Indonesia has done.
The absolute requirement of the LoI which should be done to get the funds is through an independent institution which is directly responsible to the President. The result is that the Task force of REDD+ is made to handle the cooperation. But, the Regulation of President No. 62 / 2013, it was changed to be The Coordinators of REDD+ and the Chairman was Hery Prasetyo. The Coodinators of REDD+ is directly undermanaged by President.
In 2008, President SBY also made Climate Change National Board (CCNB) which Rachmat Witoelar became the Daily Chairman and President SBY became the Chairman.
All of a sudden, Coordinators REDD+ and CCNB were dismissed by the new government, President Joko Widodo through the Regulation of President No. 16 / 2015. It firmly dismissed the two boards and turned over the duty to General Directorate in Ministry of Environment and Forestry; the Secretary is Siti Nurbaya Bakar. (T1)
