InfoSAWIT, JAKARTA – Indonesia's proposal to centralize natural resource exports through a single export gateway is gaining attention across the palm oil industry, with supporters viewing it as a tool to improve trade governance while market participants warn it could create fresh uncertainty for exporters.
For the government, the initiative is aimed at tightening oversight of export activities and reducing long-standing trade leakages, including the practice of under-invoicing, where export values are declared below actual market prices. Such practices have long been blamed for reducing state revenue and allowing export earnings to remain outside Indonesia's financial system.
The policy is also expected to strengthen government control over Export Proceeds (DHE), enhance Indonesia's bargaining position in global commodity markets, and establish a more centralized national trading platform.
However, industry observers believe financial markets may interpret the proposal differently.
According to Edi Suhardi, Sustainable Palm Oil Analyst and Head of Positive Campaigns at the Indonesian Palm Oil Association (GAPKI), the government's objective is understandable from a regulatory standpoint, but investors tend to assess policies based on their broader implications rather than their stated intentions.
"The government's logic is quite straightforward. If all exports pass through a single gateway, monitoring foreign exchange earnings, prices, and trade volumes becomes much easier," Edi told InfoSAWIT in May 2026.
He noted, however, that markets typically evaluate how such policies could affect business efficiency, competitiveness, and investor confidence in the long term.
As discussions over the proposed one-gate export mechanism continue, industry stakeholders are closely watching whether the government can strike a balance between strengthening regulatory oversight and maintaining Indonesia's competitiveness as the world's largest palm oil producer and exporter.
