Indonesia Strengthens Palm–Cattle Integration, Firms Required to Prioritize Palm Kernel Meal

InfoSAWIT, JAKARTA – Indonesia’s government has reinforced its commitment to palm–cattle integration under the Community Plantation Development Facilitation (FPKMS) scheme, requiring palm oil companies to prioritize palm kernel meal allocation for livestock feed.

The directive is outlined in a circular letter issued by the Directorate General of Plantations, emphasizing the Oil Palm–Cattle Integration System (SISKA) as an alternative mechanism for fulfilling FPKMS obligations.

The policy addresses challenges faced by plantation firms, particularly limited availability of community-owned land to meet the mandatory 20% FPKMS requirement stipulated in the Ministry of Agriculture Regulation No. 18/2021.

Under the circular, palm oil companies and mills are obligated to allocate palm kernel meal (PKM) as a sustainable feed source to support SISKA partnerships with surrounding communities. The government views SISKA as both an efficient business model and a strategic contributor to national food self-sufficiency.

Companies are also required to submit detailed SISKA business plans, investment values, livestock population data, and PKM allocation reports through the SIPERIBUN licensing information system.

The government hopes the policy will not only ensure regulatory compliance but also strengthen rural livelihoods and Indonesia’s livestock and food security ecosystem. (T2)
