InfoSAWIT, JAKARTA – Efforts to restore stability in oil palm Fresh Fruit Bunch (FFB) prices became the central focus of a meeting between palm oil farmer organizations and Indonesia’s Ministry of Agriculture (Kementan) in Jakarta on Monday (26/5/2026). The meeting brought together National Indonesian Oil Palm Smallholders Union (SPKS) Chairman Sabarudin alongside representatives from Apkasindo, Aspekpir, and SAMADE.
The discussion centered on the impact of the upcoming one-gate export policy, which will be managed and supervised by PT DSI, particularly regarding its implications for the palm oil supply chain and plantation-level FFB prices.
Participants concluded that the recent decline in FFB prices was largely driven by market psychology—fueled by concern, uncertainty, and limited understanding of the new export framework.
“The bottleneck behind this situation is the psychological effect arising from concern, uncertainty, and limited understanding of the one-gate export policy managed and supervised by PT DSI for natural resource exports, including palm oil,” the meeting concluded.
Government Explains PT DSI’s Role in Export Governance
During the meeting, the Ministry of Agriculture clarified that PT DSI would serve both as manager and supervisor of the one-gate export mechanism, which is intended to operate transparently, accountably, and under clear oversight.
The ministry emphasized that PT DSI would neither charge fees nor seek profits from export transactions.
To ensure a smooth transition, the government has prepared phased implementation of the policy.
The initial transition period will run from June 1 to August 31, 2026. During the three-month period, commodity export activities will continue operating as usual while the government evaluates the mechanism and operational procedures.
Full implementation of the one-gate export policy is scheduled to begin on January 1, 2027.
The ministry also confirmed that supervision will be strengthened under Minister of Agriculture Regulation (Permentan) No. 13/2024, granting authorities the power to impose sanctions if violations are identified.
In addition, the Ministry of Agriculture will coordinate with the National Police Food Task Force (Satgas Pangan Polri) to support enforcement should unlawful practices emerge within the palm oil sector.
SPKS Calls for Price Stabilization and Market Certainty
National SPKS Chairman Sabarudin said farmer organizations support PT DSI’s role in managing and supervising one-gate exports, provided the process remains transparent, accountable, and free from additional transaction costs.
According to him, certainty in export governance is crucial for restoring market confidence and preventing further price volatility at the farmer level.
“Stabilizing FFB prices is extremely important. Therefore, once this information is publicly communicated, we hope purchasing prices for FFB will adjust in line with regional CPO reference prices,” Sabarudin told InfoSAWIT on Tuesday (26/5/2026).
Farmer organizations hope that greater clarity regarding the transition period and operational mechanism of the one-gate export policy will help ease market uncertainty and encourage FFB prices to return to levels more closely aligned with crude palm oil (CPO) reference prices across Indonesia.
