SISKA Emerges as Smart Solution to FPKMS Obligations Amid Land Constraints in Riau

InfoSAWIT, PEKANBARU – Efforts to address land constraints in fulfilling the Fasilitasi Pembangunan Kebun Masyarakat Sekitar (FPKMS) obligation continue to gain momentum. One initiative is the workshop titled “Transformation of FPKMS Obligations through SISKA Acceleration in Riau Province,” organized by GAPENSISKA.

Reported by InfoSAWIT from an official statement by GAPENSISKA, on Thursday (April 9, 2026), the event gathered stakeholders to formulate a policy shift from physical land provision to productive business units based on cattle–oil palm integration (SISKA).

Riau is currently facing an “agrarian paradox,” where despite having 3.49 million hectares of oil palm plantations, companies struggle to meet the 20% FPKMS obligation due to limited clean and clear land.

As a solution, GAPENSISKA proposes utilizing core plantation areas in partnership with communities through SISKA, ensuring compliance without opening new land.

The system offers multiple benefits, including reducing herbicide use by 30–60%, lowering feed costs, improving soil quality, and supporting regional food security.

GAPENSISKA also targets the development of independent SISKA clusters by 2029, integrated with SIPERIBUN and supported by existing regulations. (T2)
