InfoSAWIT, JAKARTA — Indonesia’s Ministry of Trade has officially set the December 2025 Reference Price (HR) for crude palm oil (CPO) at US$926.14/MT, a decline of US$37.61 or 3.9% from November’s HR of US$963.75/MT.
Based on this new HR, the CPO Export Duty (BK) for December is set at US$74/MT, referring to Column 6, Annex C of Minister of Finance Regulation (PMK) No. 38/2024 in conjunction with PMK No. 68/2025. The Export Levy (PE), collected by the BLU BPDP, is set at 10% of HR, amounting to US$92.61/MT, in line with Annex A of PMK No. 69/2025.
“December’s HR declined compared to the previous month. Under the prevailing regulations, the government sets the export duty at US$74/MT and the export levy at 10% of HR, which equals US$92.6142/MT,” said Tommy Andana, Acting Director-General of Foreign Trade, in an official statement received by InfoSAWIT on Tuesday (2 December 2025).
In total, the combined export duty+levy amounts to US$166.61 per ton.
Tommy explained that the HR decline was driven by global market movements. Prices of other vegetable oils, including soybean oil, have weakened, while demand from major importers such as India has softened. “The stronger US dollar and falling global crude oil prices have also added pressure,” he noted.
The December HR was calculated using price averages from 20 October–19 November 2025, based on three benchmarks:
• Indonesia CPO Exchange: US$851.80/MT
• Malaysia CPO Exchange: US$1,000.48/MT
• Rotterdam CPO Port Price: US$1,203.74/MT
Under Ministerial Regulation No. 35/2025, if the average variance among the benchmarks exceeds US$40, HR is calculated using the median and closest-to-median prices. Thus, the December HR was derived from the Malaysian and Indonesian exchange prices.
Meanwhile, the government confirmed that branded packaged RBD palm olein (≤25 kg) remains subject to US$0/MT export duty, referring to the brand list under Trade Minister Decree No. 2242/2025.
This policy is expected to offer clarity and stability for palm oil producers and exporters amid ongoing global price fluctuations. (T2)
