November 2025 CPO Export Duty Set at US 96.37/MT

InfoSAWIT, JAKARTA — The government has set the Reference Price (HR) for crude palm oil (CPO) to determine Export Duty (BK) and Export Levy (PE) for the November 2025 period at US$ 963.75 per metric ton (MT). This figure is a slight increase of US$ 0.14 or 0.01% compared to the October 2025 CPO HR of US$ 963.61/MT.

Acting Director General of International Trade at the Ministry of Trade, Tommy Andana, explained that the slight increase was triggered by expectations of increased demand from Malaysia, plans for the B50 program implementation, and strengthening prices of other vegetable oils, such as soybean oil.

“The November 2025 CPO HR increased compared to the previous period due to supporting market fundamentals, especially from the demand side and substitute vegetable oil prices,” said Tommy, in a written statement received by InfoSAWIT, Friday (31/10/2025).

Based on the Minister of Finance Regulation (PMK) No. 38 of 2024 jo. PMK No. 68 of 2025, the government sets the CPO BK at US$ 124/MT and CPO PE at 10% of the HR CPO, or valued at US$ 96.37/MT for the period of November 1—30, 2025.

The BK value refers to Column Number 7 of Appendix Letter C of PMK 38/2024 jo. PMK 68/2025, while the PE value is set according to Appendix Letter A of PMK No. 69 of 2025.

Tommy explained that the CPO HR determination is calculated based on the average price during the period of September 20—October 19, 2025, from three main sources, namely, the Indonesian CPO Exchange at US$ 887.73/MT, the Malaysian CPO Exchange at US$ 1,039.76/MT, and the Rotterdam CPO Port Price at US$ 1,247.67/MT.

Referring to the Minister of Trade Regulation (Permendag) No. 35 of 2025, if there is a difference of more than US$ 40 between the three sources, the CPO HR calculation uses the average of the two prices closest to the median.

“Considering this calculation method, the CPO HR is set at US$ 963.75/MT sourced from prices at the Malaysian and Indonesian Exchanges,” explained Tommy.

In addition to CPO, the government also sets the Export Duty for cooking oil products (Refined, Bleached, and Deodorized/RBD palm olein) in branded packaging with a net weight ≤ 25 kilograms at US$ 31/MT.

This determination is stated in the Minister of Trade Decree (Kepmendag) No. 2140 of 2025 regarding the List of RBD Palm Olein Brands in Branded Packaging and Packaged with a Net Weight ≤ 25 Kg. (T2)
