InfoSAWIT, PALANGKARAYA –As one province where equater crosses, Central Kalimantan has the potential to develop agribusiness sectors. One of them is palm oil development.
The good climate and condition could make palm oil grow well in this province. If in 2014, the areas lied about 1,115 million hectares, in 2016 the areas might be about 1,2 million hectares. Based on Ministry of Agriculture, Central Kalimantan becomes the third biggest palm oil producer nationally within the production reaching about 3,7 million tons.
Still based on the Ministry, about 1,2 million hectares, 915 thousand hectares have been planted by palm oil within the average production reaching 4 tons of CPO/hectare/year.
Unfortunately palm oil development in the province is not as good as it is imagined. The overlapping land management becomes one issue to develop it.
This happens for the publication of Regional Regulation (RR) No. 5 / 2015 about the Provincial Spatial Plans in Central Kalimantan heading to 2015 – 2035. In the regulation the forest areas in the province have become about 15,3 million hectares, while non-forest areas (plantation, agriculture, surrounding, public facilities, and others) are just about 17% of the forest region.
The previous regulation, RR No. 8 / 2003 which was about Provincial Spatial Plan which was oriented to the harmonization between the Provincial Spatial Plan Map of Central Kalimantan province and Forest Use of Agreement (FUA) or Tata Guna Hutan Kesepakatan (TGHK) in 1982 as the perfection of RR No. 5 / 1993, decided that the forest regions lied about 9.661.283,02 hectares or 62,91% and non – forest regions lay about 5.695.416,98 hectare or 37,09%.
The different width of the forest and non – forest region is significant between the two regulations. This raises protests for the regulation will bother the development in the province. The facts showed, there have been many areas in the province turned to be non-forest areas.
So the Governor of Central Kalimantan, SugiantoSabran said, his side is trying to revise the regulation. “We would revise Regional Regulation No. 5 / 2015 and would be adjusted with the progress in this province,” he recently said.
He also mentioned, the forest area composition more than 50% of the areas in Central Kalimantan has blocked the progress to develop for the people, and the government. “We will meet the related Secretary, including Secretary of Internal Affairs to discuss about RR No 5/2015,” he said.(T2)
